KH-7 13 (SV 963, OPS 4384) was launched on 1964 Oct 23 by Atlas Agena D from Vandenberg. It deployed the last of the P-11 class subsatellites. The Sheldon list suggested that 1964-68D was another secondary payload, but there is no other evidence for this and the SATCAT lists it as OPS 4384 DEB. No Agena rocket is cataloged, and it is possible that either the rocket remained attached or that it is 1964-68D.
